Arkansas Gov. Asa Hutchinson says his budget for the next fiscal year will keep higher education funding flat but vowed to back a $10 million increase the following year if lawmakers support a plan to tie money for college and university money to factors such as degree completion.

The Republican governor on Monday proposed increasing higher education funding in the fiscal year that begins July 1, 2018 if the Legislature approves the plan to move away funding based on enrollment to a “productivity” model. The state Higher Education Coordinating Board in July approved the framework for the funding model and will finalize a more detailed formula if lawmakers back the move next year.

The model is aimed at increasing the number of Arkansans with degrees.
