Springfield man charged with theft while in jail

     A Springfield resident, 48-year-old Kevin Wayne Bussard, was arrested Monday by the Mountain Home Police Department on a charge of felony theft which occurred while he was incarcerated in the Baxter County jail on unrelated charges.

     An affidavit released by Investigator Michael Day, of the Mountain Home Police Department, says information was received from a local bank on a loss of funds totaling $3,562. $2,970 of the lost funds were tracked down to Mountain Home. The bank provided Mountain Home Police with statements signed by Kevin Bussard that someone had used his debit card without permission.

     An investigation into the theft however, showed Ronald Bussard, Kevin’s brother, had permission to use his brother’s debit card to purchase items for him while he was in jail from April 21, 2016 through July 27, 2016. According to the Affidavit, Kevin Bussard gave his brother permission to take money from the account because he owed his brother money. Part of the funds were used to purchase food and toiletries for him during his incarceration.

     A recorded phone conversation says Kevin Bussard intends to make arrangements to pay the money back to the bank. The affidavit, signed in September, says arrangements to repay the funds had not been made.
