Sex offender moves out of Baxter County

A level three registered sex offender, who is considered at high risk to re-offend, has moved from Baxter to Izard County, according to Baxter County Sheriff John Montgomery.

The sheriff says 47 year old Lonnie Howard Headley was released from the Arkansas Department of Corrections on December 9 and registered with his office that he would be residing at 55 Fourth Street in Norfork. An investigation by sheriff’s deputies determined the residence was in too close proximity to the city park and youth center for a registered sex offender to reside there. Headley notified the sheriff he had moved from Norfork to 115 Highway 233 in Pineville and will be registering with the Izard County Sheriff’s office.

According to Sheriff Montgomery, Headley was convicted of two counts of rape, incest and sexual abuse in December of 2003 involving two minor female acquaintances, ages 11 and 13.
