Few details after police kill teen outside Arkansas shelter
MARION, Ark. (AP) – Authorities are offering few details about what led to a
16-year-old boy being shot and killed by police outside an eastern Arkansas
emergency shelter for juveniles.
Aries Clark was shot Tuesday and died a day later after the incident outside
East Arkansas Youth Services in Marion. Officers opened fire shortly after
arriving at the facility about 10 miles (16 kilometers) northwest of Memphis,
Tennessee. No one has said why police were called or what happened in the
moments before the shooting.
Memphis and Little Rock media reported that two Marion police officers have
been placed on paid administrative leave while the investigation moves forward.
The department hasn’t named them.
The shelter’s operator says no one in the facility was harmed and that its

16-year-old charged in Arkansas police officer’s killing
LITTLE ROCK, Ark. (AP) – A 16-year-old has been charged as an adult with
capital murder in the shooting death of an Arkansas police officer.
The teen was being held Wednesday at a juvenile detention center in the death
of Newport police Lt. Patrick Weatherford. The teen’s name wasn’t immediately
released by authorities. The charges filed Wednesday also include possession of
a handgun by a minor.
An 18-year-old had previously been accused in the June 12 shooting, but
Prosecutor Henry Boyce said that man will now just face charges of breaking or
entering, theft of property and furnishing a deadly weapon to a minor.
Police say Weatherford was shot while investigating a vehicle break-in at
Newport, about 90 miles (145 kilometers) northeast of Little Rock. Weatherford
died at a hospital that night.

Arkansas agency closes after 50 years of serving community

TEXARKANA, Ark. (AP) – A nonprofit that helped elderly and low-income southwest
Arkansas residents for nearly 50 years has been shuttered.
The Texarkana Gazette reports the Board of Directors for Southwest Arkansas
Development Council Inc. closed the community action agency Friday and laid off
most of its employees.
Over the past 10 years, the nonprofit has faced several challenges, including
the loss of programs.
Board chairman Dick Tallman says the agency didn’t have enough revenue to
continue operating despite tremendous effort.
Republican Sen. Jimmy Hickey Jr. of Texarkana says solutions will be worked
out.
The council served 12 of the state’s counties, including Miller, Hempstead,
Nevada and Lafayette.

ARKANSAS MEDICAID-MARSHALLESE
Arkansas proposal seeks Medicaid for Marshallese children

LITTLE ROCK, Ark. (AP) – The Arkansas Department of Human Services is
submitting a proposal that would allow Marshallese children living in the state
to become eligible for Medicaid coverage.
The Arkansas Democrat-Gazette reports the proposal would also eliminate a
requirement for other legal immigrant children to live in the U.S. for five
years before becoming eligible for Medicaid. Children living in the country
illegally wouldn’t be eligible.
The department published the proposed regulations last week. They’ll be
submitted to the federal government and the state Legislative Council on the
state Medicaid program website.
The department will accept comments on the proposed changes through Aug. 21.
Human Services Department spokesman Brandi Hinkle says the changes could take
effect by Jan. 1 if they’re approved.

Insurers propose rate increases for Arkansas marketplace
LITTLE ROCK, Ark. (AP) – Health insurers have proposed rate increases ranging
from nearly 8 percent to 22 percent starting in 2018 for thousands of Arkansans
covered through the marketplace set up under the federal health care law.
The Insurance Department released the proposed increases on Wednesday and said
it has until Aug. 16 to approve rates for the coming year. Gov. Asa Hutchinson
praised the increases as among the lowest in the country, and credited the
state’s hybrid Medicaid expansion for keeping the increases low.
More than 300,000 are on the program, which uses Medicaid funds to purchase
private insurance for low-income residents.
The average increases proposed were 7.8 percent by Arkansas Blue Cross and
Blue Shield, 9.9 percent by Ambetter, 21.9 percent by QualChoice and 22 percent
by QCA Health Plan.

Northeast Arkansas man dies of injuries after shed explodes
MONETTE, Ark. (AP) – Authorities say a northeast Arkansas man has died of
injuries he suffered in the explosion of a shed that also injured a sheriff’s
deputy.
The Craighead County Sheriff’s Office says Jamie Lisk died at a hospital where
he was taken following the blast Tuesday.
Sheriff’s Deputy Garland Tipton was also hospitalized in undisclosed condition
for injuries he suffered in the explosion, although his injuries were described
as “not major.”
The sheriff’s office has said Tipton was called to the home for a welfare
check and found that Tipton had locked himself in the shed, then after knocking
on the door, the shed exploded.
The suspected cause of the explosion has not been released.
