Two arrested by Arkansas State Police on felony drug charges plea not guilty

Two Flippin residents were arrested by Arkansas State Police Thursday, July 27th on felony drug charges. According to arrest affidavits in the two separate cases 24-year-old Jonathan Stuebinger and 26-year-old Gary Lee Palmer were arrested by the same Arkansas State Trooper, on the same day and near the same time. The affidavits don’t specifically state if the two were in the same vehicle. Court records show both have pleaded not guilty to the charges and are scheduled to appear in Baxter County Circuit Court November 16th. Stuebinger was released from the Baxter County Detention Center on a $5,000 bond. Palmer remains incarcerated on $15,000 bond, with a no hold bond for parole violation.

According to one of the affidavits, a State Trooper pulled over the vehicle Stuebinger was driving, along U.S. Highway 62/412, on suspicion of driving under the influence of drugs. He was placed under arrest and prior to going into the jail Stuebinger allegedly told authorities he had a cloth bag hidden in his pants. A search revealed a zip-lock bag with less than a gram of meth, a small quantity of marijuana and drug paraphernalia.

Stuebinger was charged with driving while intoxicated, felony counts of possession of a controlled substance; methamphetamine; and possession of drug paraphernalia, and two misdemeanor counts of possession of marijuana and possession of a marijuana pipe.

The Palmer affidavit says Palmer was a passenger in a car that was pulled over on 62/412. Officers found two plastic bags and one cellophane wrapper with a combined weight of approximately seven grams of suspected methamphetamine. The report says Palmer allegedly admitted it was meth after he was read his rights. Officers also found a set of digital scales with narcotic residue and other items of drug paraphernalia.

Palmer was charged with felony counts of possession of a controlled
substance, possession of drug paraphernalia, possession with the purpose to distribute methamphetamine and as being a habitual offender.

Palmer has previous convictions for burglary, theft of property, possession of a controlled substance and furnishing prohibited articles.
