Under unfinished business, four franchise fee ordinances failed to advance for lack of a motion to place them on the second reading.
Under new business, millage rates to be assessed in 2017 and collected in 2018 were considered along with a resolution approving a loan from the Arkansas Natural Resources Commission for ductile iron replacement.
