Harrison man accused of threat against FBI agent

A Harrison man, 56-year-old Billy Witty, has been arrested after police say he was making terroristic threats to an FBI agent in Fayetteville.

KY3 of Springfield reports the charge stems from Witty’s efforts to tie the death of his daughter from an overdose to a Harrison physician whose medical license has been suspended multiple times by the Arkansas State Medical Board. Dr. James Hawk had prescribed drugs to a man Witty’s daughter, Jillian, was with at the time of her death.

In the latest development, Witty was arrested following a voice message to an FBI agent, saying in part it was time for the officer to stop covering up and protecting himself and his job. The message continued with Witty saying he hoped the officer was fired, went to the pen, and knew what it was like to suffer and lose somebody.

A second voice mail followed about two weeks later.

The messages followed Witty texting the officer about a year ago. The agent sent Witty a message to come to the FBI office in Fayetteville, if he wanted to speak with him.

The communications from Witty started again two months ago, leading to the agent blocking Witty’s phone number. However, Witty could still leave voicemails.

In May, KY3 reported the Arkansas State Medical Board was looking into Witty’s claims of his daughter’s death being linked to the Harrison physician with a lengthy record in Arkansas and California of license suspension dating back 15 years.

The Arkansas board first suspended Hawk four years ago, when they started investigating him for “prescribing an excessive amount of controlled substances for his patients.”

Last month, the Harrison physician was back in the headlines when his license was suspended again following a claim made by the Arkansas State Medical Board Hawk was overprescribing medication to 16 patients.

His hearing in front of the board is scheduled for August 2nd.
