Campaign report deadline passes, some candidates not filing

The deadline for filing campaign activity reports passed at the close of business Tuesday, with some local opposed candidates not submitting information. Candidates are not required to file a pre-election report if they have not received contributions or made expenditures in excess of $500.Unlike candidates for state and federal positions, reports to be submitted to the respective county clerk’s office for local city, county and school board races is still a paper process. While the paperwork is subject to public review, to do so one must visit the clerk’s office or submit a Freedom of Information request.

A review of those reports submitted to the Baxter County Clerk’s Office Wednesday morning revealed information was on file for two of the three candidates seeking the office of mayor of Mountain Home. Reports were filed by candidates Dave Almond and Hillrey Adams. However, a report was not submitted by candidate Nancy Osmon.

Almond’s report indicates contributions of $1,000, with expenses of $1,530.

Adams’ report indicates contributions of $6,610. The amount includes a $1,000 contribution from Adams to his own campaign. His expenses totaled $7,436.

Mayor Joe Dillard is not seeking re-election.

Two seats are contested on the Mountain Home City Council.

At the close of the filing period, records reflected only incumbent Jennifer Baker having submitted a pre-election report for the Ward 2, Position 2 seat. Her challenger Clint Czeschin did not file a report.

Baker’s report reflects contributions totaling $625, with expenses at $1,036.

Neither incumbent Carl Graves or challenger Bob Van Haaren had submitted reports for the Ward 1, Position 1 seat on the Mountain Home City Council.

At Cotter, one of two candidates seeking the mayor’s position filed a pre-election report.

McGeorge “Mac” Caradine’s report reflected $880 in contributions, with $1,982 in expenses. Candidate Roland Morris did not submit a report.

Mayor Peggy Hammack is not seeking re-election.

Neither of the candidates for the Ward 1, Position 2 seat, Carolyn Gill and Nathan Buck, filed reports.

In the Ward 2, Position 1 seat, although not required, Thurman Williams filed a report showing no contributions and no expenses. His opponent Charles “Chuck” Sugg did not file a report.

In the Ward 2, Position 2 race, Schuyler Brower’s report indicated a self contribution of $681, matching the amount of expenses. Candidate John Bell did not submit a report.

Neither Wayne Alexander or Richard Gipson filed reports for the Ward 3, Position 2 seat on the Cotter City Council.

In the lone county race, challenger Shane Tilley, who is seeking the quorum court justice of the peace for District 8 seat, submitted a report showing contributions of $1,710, with expenses of $1,585. Incumbent Edna Fusco had not filed a pre-election report at Tuesday’s deadline.

Again, only those candidates receiving contributions or making expenditures in excess of $500 are required to file pre-election reports with the respective county clerk’s office.

However, final reports are required for all candidates regardless of the amount of contributions or expenditures. These reports are due Jan. 2nd.
