Extra funds may go clean up Damco tire dump

     Extra money could be going to clean up a Twin Lakes Area tire dump. According to the Arkansas Democrat-Gazette, the Arkansas Pollution Control and Ecology Commission is working to change its solid-waste regulations possibly allowing the Arkansas Department of Environmental Quality (ADEQ) to spend up to one million dollars at the Damco waste-tire processing plant in the Pigeon Creek area.

     During a June meeting of the Ozark Mountain Solid Waste Management District, it was announced the ADEQ would use the $75,000 in financial assurance the district had to help in the tire dump cleanup. The Arkansas Democrat-Gazette reports the Damco plant holds one million tires, and ADEQ estimates it would cost about one million dollars for the project.

     The proposed change for scrap-tire rules would be based on Act 1037 of 2015. It would allow the state of Arkansas to use a landfill post-closure trust fund if a district lacks sufficient funds to complete the closure of a permitted waste tire processing or disposal site. According to the Little Rock newspaper, the trust fund currently holds approximately $17.4 million, and the ADEQ is also intending to use that fund to finance the closure of the NABORS landfill.

     The ADEQ called the tire cleanup a “priority project” due to the potential to breed mosquitos. The tires taken from Damco plant are reportedly going to create a cost-effective dam.
