Joseph and her team of volunteers work with sheriffs in local counties to assess the condition of the horse and when necessary, rescue and take them to a trained volunteer’s farm for treatment and rehabilitation until they are able to be placed for adoption.

She doesn’t believe horse owners intentionally neglect their animals, but they often get a horse without realizing the expense and responsibility involved. She says it costs $2,000 a year on hay alone to feed a horse.
