Registered sex offender moves to new address

The Baxter County Sheriff's Office has issued public notice that a Mountain Home area man who is a level 2 registered sex offender has changed addresses. Seventy one year old Harvey Turner Havens has moved from 11525 Highway 5 South in Mountain Home and now resides at 1281 Highway 178 West in Midway. The sheriff's office said a level 2 sex offender means the offender is at moderate risk to reoffend with community notification justified.
Havens, according to Sheriff John Montgomery, was convicted of sexual contact - no consent in September 2008 in Colorado. Documentation indicated that the offense involved Havens engaged in sexual contact with a 13 year old female neighbor. Community notification is justified due to the young age of the victim at the time of the offense.
Harvey Turner Havens is not wanted by law enforcement at this time and Sheriff Montgomery said the notification is not intended to increase fear but rather to inform the public. The information cannot be used to threaten, intimidate or harass registered sex offenders.
