A former Baxter County resident has been arrested again for failure to register as a sex offender and for violating the terms of his probation. Baxter County Sheriff John Montgomery says 38 year old Phillip Roy Wilcoxon, a level two sex offender, was arrested Saturday evening in Harrison. He is being held in the Baxter County jail on a $15,000 bond for failure to register and without bond for a probation violation. The state of Missouri has also placed a hold on Wilcoxon for a parole violation.
The sheriff says Wilcoxon was convicted in 1994 of two counts of rape involving a 13 year old girl. He was also convicted of failure to register in 2008 and again in 2012. Most recently Wilcoxon had registered with the Baxter County Sheriff as residing on Awesome Lane in rural Baxter county. In late April the sheriff received information that Wilcoxon was no longer residing at that address. Last week the sheriff received information that Wilcoxon was residing in Harrison where he was located and arrested by a Special Response Team from the Arkansas Department of Corrections.
