Arkansas Future Grants will not require new general revenues, according to Governor Hutchinson. The cost will be recovered by repurposing $8.2 million dollars in general revenue funds from the WIG and GO! grants, which have had a high non-completion rate. Other reforms will be implemented to hold students accountable.
For example all recipients would be required to meet monthly with a mentor. Senator Irvin says to qualify the student must also be an Arkansas resident.

If a student does not complete his or her commitment, the grant would be converted to a loan for repayment to the state.
