Stone County man being held on a $100,000 bond

A Stone County man, 42-year-old Kelly Moiser, is being held on a $100,000 bond, after he was arrested Thursday and charged with three felony drug-related offenses.

According to the probable cause affidavit, Stone County officers working traffic on Arkansas Highway 5 South just outside the city limits of Mountain View spotted a vehicle driven by Moiser.

An agent with Arkansas Parole and Probation had advised earlier in the day he had attempted to contact Mosier at his address along Blue Sky Road. However, Moiser had reportedly moved without telling anyone.

A deputy stopped Moiser’s vehicle after observing it hit the fog line of the highway in the curve and the centerline of the roadway. After stopping the vehicle, the deputy noticed the back glass was missing from the car.

The lieutenant with the deputy observed numerous large fixed bladed knives and a baseball bat in the front of the vehicle driven by Moiser.

A search of the vehicle revealed approximately 6.9 grams of a substance field testing positive for methamphetamine, as well as marijuana and drug paraphernalia.

Officers also located a boat motor in the trunk of the car, along with bags of what appeared to be antique stained glassware and dishes.

Moiser said he had had the motor for over two years, but it hasn’t been running during this time. The affidavit does not reflect charges in connection with the motor or other items.

In addition to the felony drug-related charges, Moiser is charged with an enhancement, having been convicted with more than four felony offenses in Arkansas and Missouri. He has a prior failure to appear charge, does not have a valid address and has a history of fleeing from law enforcement.
