Stone County man facing charges of rape, trafficking, assault and indecency

A Stone County man, 57-year-old Norman Smith of Mountain View, has been arrested and charged with rape, four counts of trafficking of persons, sexual indecency of a child, second-degree sexual assault and two counts of aggravated assault on a family or household member.

According to the probable cause affidavit filed Monday, the Arkansas State Police Crimes Against Children Division (CACD) received a hotline call Friday from the counselor at a Stone County school about a student making allegations of physical abuse.

On Saturday, a CACD investigator went to the student’s home and interviewed four teens, ranging in age from 13 to 16.

After interviewing the four teens, CACD found there is sufficient credibility of physical and sexual abuse against the children, spanning the dates of 2013-2019.

This is the second CACD call to the residence, with the first in 2017 concluded to be unfounded.

Following the visit with the teens, Smith was interviewed, during which he allegedly admitted to holding one of the teens against the wall during an argument, as well as pushing and shoving him. At no time did he admit to any sexual abuse.

Smith allegedly told investigators he logs into Snapchat and Hangouts to talk to children and or persons he does not know.

He is being held in the Stone County Detention Center on a bond of $250,000.
