A Marion County woman, 54-year-old Joy Carlene Carter of Yellville, is facing a felony count of theft, after she allegedly used a former jail inmate’s bank account to purchase personal items.
According to the probable cause affidavit, Carter was a representative payee for 37-year-old Jonathan King of Summit.
Last year, King, who was charged in connection with allegedly breaking into a Summit grocery store in 2018 was been found not fit to proceed, following an examination and observation at the Arkansas State Hospital. The conclusion was King is delusional, as the result of a mental disease.

The affidavit notes King was homeless at the time he was arrested and charged. He had $55 on his books at the jail but did not understand how to purchase items from the commissary.
A review of his bank statements from late November 2018 through late April 2019 shows Carter as a representative payee on his bank account.
The review showed multiple debits to miscellaneous businesses, including liquor, tobacco and grocery stores at a time when King could not have made the purchases due to his incarceration. The purchases totaled more than $5,300.
It is also noted King would not have the capacity to enter into any agreement to allow someone to use his funds due to his medical condition.
Carter’s bond was set at $7,500.
