2 registered sex offenders relocate in Baxter County

The public is being notified of a pair of Level 2 registered sex offenders relocating in Baxter County. According to Baxter County Sheriff John Montgomery, 43-year-old Jeremy Butcher has moved from Marion County to 4215 Arkansas Highway 178 West, Apartment 4, in Lakeview, and 40-year-old Dustin Horton has relocated from 701 Sierra Drive in Mountain Home to 401 Lincoln Street in Gassville.

Level 2 is considered at moderate risk to re-offend with community notification justified.

Butcher received a deferred adjudication for second-degree indecency with a child in September 2006. The offense reportedly involved Butcher engaging in sexual contact with a 4-year-old female and a 5-year-old male, both related to him.

Horton was convicted of first-degree sexual assault in May 2010. The offense allegedly involved Horton engaging in sexual contact with a 5-year-old male acquaintance when the child was visiting his residence.

Butcher and Horton are not wanted by law enforcement. This notification is not intended to increase fear; rather it is the sheriff’s belief an informed public is a safer public. This information cannot be used to threaten, intimidate, or harass registered sex offenders. Citizen abuse will not be tolerated. Such abuse could potentially end law enforcement’s ability to do community notification.
