Arrow narrowly missing child leads to drug, theft charges, arrest of 3

Three people have been arrested in Stone County following an incident when a caller reported an arrow traveling into a neighbor’s yard and almost striking a child.

According to multiple probable cause affidavits filed Monday, deputies responded to a residence along State Highway 5 North on April 29.

They made contact with 30-year-old Jordan C. Livingston and 29-year-old Cole Wayne Staggs. The two were at Livingston’s camper. Staggs told the deputies someone else, later identified as 27-year-old Autumn Youngberg, was in the back asleep.

The deputies reported what appeared to be methamphetamine and marijuana in plain view. They also reported the odor of green marijuana in the residence.

Staggs is on parole, while Youngberg is an active probationer. Both have active search waivers on file. Livingston has a pending felony charge in Independence County.

About two hours later with a warrant from Stone County District Court, deputies and investigators with the Stone County Sheriff’s Office and the Mountain View Police Department located marijuana, crystal methamphetamine, drug paraphernalia, an unloaded .22 caliber rifle, paperwork, surveillance cameras and pay/owe sheets pertaining to drug transactions. Also discovered were Xanax, stolen road signs, stolen tools and other items from a break-in reported a few days earlier in Mountain View.

In an interview at the Stone County Criminal Investigation Building, Livingston allegedly admitting using the meth and marijuana, but denied being the owner of the drugs. He also said the gun and a pair of bass knuckles located in the pants he was wearing were his. But he denied ownership of a hydrocodone pill and the pants he was wearing. He told officers he found the pants in the trunk of a wrecked car and had put them on.

He then reportedly admitted involvement in a break-in and having possession of stolen items. He also gave investigators the location of two ATVs, a dirt bike and tires. Those items were recoverd, along with tools, a bow target, a work bench and other items.

Staggs reportedly claimed ownership of a portion of the drugs and paraphernalia and admitted he was also involved in a theft in Mountain View, having hauled stolen items to a location. He also reportedly admitted to shooting the arrow narrowly missing the child.

Youngberg failed to cooperate with law enforcement, refused to provide a urine sample and appeared to be extremely under the influence. She is charged with possession of methamphetamine and drug paraphernalia, with bond set at $2,500.

Staggs is charged with single felony counts of theft of property and breaking or entering.

He and Livingston both face felony counts of possession of methamphetamine with purpose to deliver, possession of drug paraphernalia and possession of drug paraphernalia with the purpose to test or analyze crystal meth. Livingston also faces a count of maintaining a drug premises, three counts of breaking or entering and two of theft of property. His bonds were set at $10,000 and $2,500. Staggs’ bonds were set at $5,000 and $2,500.
