Mountain Home man picks up charges in, out of jail

A Mountain Home man whose first criminal charges were filed against him when he was 19-years-old was back in Baxter County Circuit Court Monday.

Thirty-one-year-old William Brandon Hall now has six criminal cases open against him – three contain charges stemming from incidents that took place inside the Baxter County jail where he was being held on earlier charges.

Sept. 29, 2021: Hall is alleged to be in possession of a Suboxone strip while in jail.

Sept. 24, 2021: Hall was among the four inmates charged with breaking into the medication cart at the jail and stealing drugs. Hall was reported to have taken a box containing drugs back to his cell where he put the box on his bunk so inmates could help themselves.

Hall told investigators one of the other inmates, William Joshua Lewis Jr., passed him a paperclip while seated on a bench in the booking area, and he was able to open his handcuffs. He is reported to have shown investigators how easy it was to pick the lock on the restraints with the paper clip.

After unlocking the cuffs, Hall was seen maneuvering into various positions before tugging hard enough to pull a drawer on the cart open. The locked black box containing the drugs was removed, and Hall shoved it down his pants.

Most of the activity took place as a jailer left the area to escort one of the inmates in the booking area back to his housing pod.

July 19, 2021: Hall was among the inmates who went into another prisoner’s cell and attacked him. In reviewing video from surveillance cameras, Hall and the others were seen going into the cell and coming out about two minutes later. The victim then stumbles out of the cell.

The victim was reported to have been bleeding from two places on the back of his head. As members of the jail staff were attending to the victim, he reportedly suffered a seizure.

An ambulance was called, and the inmate was taken to Baxter Regional Medical Center for treatment. After being released, he was taken back to the detention center.

June 10, 2021: Hall is accused of breaking into a house trailer located along Arkansas Highway 5 North while the resident was in the hospital.

Hall and another man, identified as 40-year-old Lonnie Lee Riddell, are accused of stealing items, including two generators still in the shipping boxes, tools, sockets and assorted knives.

According to the probable cause affidavit, the value of the stolen items was estimated at just over $3,700.

Entry was made by prying the back door to the house trailer open. Hall and Riddell were reported to be living in a fifth wheel camper next to the victim.

The two men were alleged to have gone to a pawnshop in Harrison and tried to sell one of the generators. The shipping label on the box showed that it was delivered to the victim.

As the two men were questioned about the name on the box, they “became nervous and left the store without completing the transaction.”

An employee at the pawnshop provided photographs of the men and their vehicle.

An outstanding arrest warrant is still out for Riddell on theft of property charges.

Jan’ 4, 2021: Hall was involved in a traffic stop and found to be driving a stolen car.

The Mountain Home police officer said he saw Hall driving and knew from prior contacts with Hall that his driver’s license was suspended and he should not be behind the wheel.

When the officer approached, Hall admitted his license was suspended. Hall also told the officer the license plates on the car actually belonged on another vehicle.

When the car was checked, it had been reported stolen from Fayetteville.

Oct. 27, 2020: Hall was charged with attempting to steal a piece of depth finding equipment from Bass Cat Boats where he was then working.

He was recorded on the video surveillance system at the plant tossing the equipment out the back door and returning to the building where he worked.

The value of the equipment was $2,500.

When the theft was discovered and surveillance tapes were studied, the equipment was recovered at the spot Hall had allegedly dumped it.

Hall was questioned Oct. 28 last year about the theft. He was reported to have admitted taking the item and throwing it out the back door. He said he intended to return and pick it up, but did not carry through because he “got scared.”

According to court records, Hall was on parole at the time the alleged theft took place.

FIRST CHARGES CAME IN LATE TEENS

Court records show Hall’s first criminal charge was filed against him in August of 2009 when he was 19 years old.

Hall’s charges have included theft, residential burglary, commercial burglary, flooding his cell in the Baxter County jail, possessing drugs, third degree escape, breaking or entering, theft by receiving and impairing the operation of a vital public facility.

In 2011, Hall was one of three people arrested for a series of thefts in both Arkansas and Missouri.

In Baxter County, the thefts were committed at a number of locations, including three churches, a convenience store, a marina, a coin operated laundry business and a plant nursery.

On one court document, Hall indicated he owed $20,000 in fines to various jurisdictions.
