Quorum Court meets new HR Director

     The Baxter County Quorum Court was introduced to the newly hired Human Resources Director during its regular session Tuesday evening. Ryan Robb, who for the last 16 years has worked for Baxter Healthcare, began his new position with the County Monday. He has lived in Mountain Home for 16 years and is from Marshall in Searcy County.

     In December, 2016 two different proposals emerged for handling the placement of Robb’s new position, and whether payroll functions would be kept in-house or outsourced.

     County Judge Mickey Pendergrass proposed that an HR staffer be under his office and that payroll functions be outsourced at an estimated cost of slightly more than $35,000. County Clerk Canda Reese presented a counter proposal to the Court’s Budget Committee on November 21st that the HR position be included in her office and that the current in-house payroll operation that is currently housed in Reese’s office be kept as it is.

     Robb’s new office is located on the second floor of the Baxter County Courthouse.

     In other business, with Lucy Soltysik absent, the Court unanimously approved an ordinance to establish a fee to be collected for insufficient checks received by the county. The ordinance as written would charge a $30 fee per insufficient check, received by the county, which is the maximum state law permits.

     The Court also approved appropriating funds to clean-up the 2016 personal services budget; appropriations of $10,300 in funds from the special jail fees to fund to the 2016 budget and $3,700 in funds from the special jail fees to the 2017 budget.

     A resolution to authorize the County Judge to apply for an Arkansas Rural Community Grant for the Clarkridge Volunteer Fire Department was approved. Judge Pendergrass says the Clarkridge Fire Department has raised $10,348 to complete the grant requirement, which will match the funds.

     The Court also unanimously approved the reappointments of Jay Dukes, Anita Knack and Charles Orvis to the Cotter-Gassville Rural Fire Protection Board of Commissioners; Peter Kauth, Dale Roberts and Rick Steiner to the Northeast Lakeside Fire Protection District Board of Commissioners; and Lisa Matusiak to the Norfork Fire Protection District Board of Commissioners.

     The reappointments of Rod Brackett and Rick Peglar by Judge Pendergrass to the Baxter County Planning Board were the final approvals for the evening.
