Two of the reports included a “danger statement” indicating the boys’ mother, Liegh Ann Malone, and the Children’s Division believed Kinney could potentially harm the children. The deputy wrote in a report obtained through an open records request that welfare officials took no action “other than to offer services to the family,” noting that claims of abuse and neglect were “unsubstantiated.”
