
An attorney general’s opinion on the residency or the domicile of the city of Mountain Home’s treasurer was a topic of discussion Thursday evening during a session of the city council.
Councilwoman Nancy Osmon, presenting a report on behalf of the administrative committee, said the AG opinion directs the city treasurer to reside within the city limits. In reviewing this matter, city officials also learned the treasurer should be under the supervision of the council instead of the mayor.
Mayor Joe Dillard said upon learning of the two requirements he would relinquish the treasurer’s position to the council as it had been a number of years ago. The change in the appointed position had been made prior to Mayor Dillard’s administration.
City Attorney Roger Morgan told the council it’s clear from the research the change will have to be made and reflected in the minutes. With the written record of the change, a vote was not required.
The topic of residency surfaced when it was learned the current treasurer was considering moving outside the city limits. With the results of the AG’s opinion, Treasurer Deborah Cotter has advised she will maintain her domicile within the city limits.
In the brief 30-minute session with member Rick Pierce absent, the council heard from Brandy Jordan and Tom Czanstkowski regarding the Babe Ruth 13 Year Old World Series Baseball Tournament.
Jordan told the council the cost for hosting the tournament this past August was $111,000. Jordan pointed to the success of this year’s event leading to a phone call the Monday morning after the series wrapped the previous week with the caller asking if it would be possible to return in 2018. The return deal was sealed with a contract signing last week. Jordan discussed needs for the 2018 tournament to strengthen the event as the city prepares its budget for the new year.
Czanstkowski in his role as Mountain Home Youth Baseball League President advised the council of facility needs with the increase in the number of local young people participating in the sport.
