
Two Baxter County residents are among 18 across Arkansas Governor Asa Hutchinson says he intends to pardon. There is a 30-day waiting period to receive public feedback on the notices before final action is taken.Locally, Governor Hutchinson intends to grant a pardon to Carol Kotlicky Moncrief of Gamaliel
in connection with a felony theft of property conviction. Moncrief was convicted of the crime in 2006 in Baxter County.
The second individual from Baxter County is Michael Wallis of Mountain Home. Wallis was convicted of burglary and grand larceny in 1973 in Craighead County.
In both cases, the notices of the intent to pardon are based on the date of conviction, all terms of the applicants’ sentences having been completed and there having been no further criminal-law violations. There are no law enforcement objections to these applications.
