
A Cotter man has been arrested after his 11-year-old daughter tested positive for methamphetamine and she had to take a syringe away from her 6-year-old sister. Thirty-four-year-old Roger Allen Hicks was arrested Thursday and is free on a $5,000 bond.
According to the probable cause affidavit, Hicks contacted the Baxter County Sheriff’s Office in January saying his 11-year-old daughter told him she had been raped at a trailer park in Midway.
During the investigation, a medical exam was conducted on the daughter and a urine sample showed methamphetamine in her system. A second urine test conducted six days later also tested positive for the illegal drug.
In an interview with the Arkansas State Police and its Crimes Against Children Division, the girl told investigators she and her sister found a small baggie with “some white stuff” in it on the kitchen counter. She says she put her finger in the substance and put it in her mouth. The victim also says she has found needles in the house twice and one time had to take a needle away from her younger sister.
The affidavit notes Hicks, during the time the girls found the meth and needles, had sole care and custody of the victim.
Hicks is charged with a misdemeanor count of endangering the welfare of a minor.
The investigation into the rape allegation is continuing.
