Judge says no to woman’s attempt to negotiate plea agreement

A 24-year-old Mountain Home woman, who has significant experience appearing in Baxter County Circuit Court, tried her hand at negotiating a plea agreement Thursday – but was brought up short by Circuit Judge Gordon Webb.

Kelsie Guiltner was arrested in early January after a routine traffic stop resulted in finding a number of drugs on her person.

When she appeared on a closed circuit television system between the jail and court complex, Guiltner said at one point she was hoping to get three years in prison on her charges.

With the next breath, she upped the offer to five years. Judge Webb shut off the bargaining, saying the court did not engage in plea negotiations, and she needed to discuss the issue with her attorney.

According to the probable cause affidavit, a Mountain Home Police officer on routine patrol drove into the parking lot of the Casey’s General Store on U.S. Highway 62/412.

He reported checking the license plate of a vehicle and finding it reported as stolen. When the officer pulled behind the vehicle, Guiltner, who was known to the officer, stepped out of the car on the passenger’s side.

At one point, 34-year-old Zachary Guiltner, who is Kelsie Guiltner’s husband, bailed out of the car and ran behind the Casey’s building.

Kelsie Guiltner told police he ran because he had an active warrant for non-payment of child support.

Other officers arrived and attempted to locate Zachary Guiltner. Kelsie Guiltner attempted to contact him on her cellphone, but had no luck.

An unidentified person told police Zachary Guiltner might be located in a room at the Executive Inn. Police went to the room and arrested him. He was found to have numerous warrants, including three with the Baxter County Sheriff’s Office, one from the Mountain Home Police Department and one issued by the Arkansas Parole Board.

Zachary Guiltner was taken to the county jail where he was served with the outstanding warrants. He is an inmate charged with a number of offenses, including being in violation of his parole. Kelsie Guiltner’s bond is set at $5,000
