Private club, mask wearing on MH Council’s agenda

Approving an application for a new private club is just one of nine items on tap for the Mountain Home City Council in Thursday evening’s regular monthly meeting.

Brick Oven Pizza Company of Baxter County has applied for a private club permit, which would allow the establishment to serve hard liquor and cocktails, in addition to beer and wine. Located at 1023 U.S. Highway 62B East, the Brick Oven Pizza Company operates seven locations across the state, along with restaurants in Texas, Mississippi and Missouri.

Also on the agenda is a discussion concerning a resolution by the city, encouraging the use of masks related to the COVID-19 pandemic. The Arkansas Municipal League has issued a model ordinance for cities choosing to take this action for wearing of masks in public or in businesses.

During an appearance on Local Matters with Heather Knight Loftis on KTLO FM 97.9, Mayor Hillrey Adams says due to the small number of cases, and the “remoteness of the area,” he doesn’t think mandating mask wearing would be proper. The mayor says encouraging mask wearing would be acceptable, as the city would lack the resources to enforce such an ordinance.

The model ordinance does not issue any penalties for not wearing a mask, but does include language that would allow businesses to contact law enforcement, in the event of a patron refusing to wear a mask or facial covering when required by the Arkansas Department of Health, or at the business’ choosing. Law enforcement would be “acting in support capacity to educate and encourage members of the public” on wearing a mask in accordance with ADH directives. If the patron refuses to wear a mask, he or she would be instructed to leave the business.

The council will also take up the ordinance rezoning multiple properties owned by Baxter Regional Medical Center from Residential R-1 to Commercial C-3. The properties border the hospital campus on Broadmoor and Long streets.

Mayor Adams will present a pair of resolutions to the council waiving water and sewer tapping fees and building permit fees for new single home construction in the city.

The council will also consider authorizations for the Water & Wastewater Department to purchase a half-ton truck at a cost not to exceed $28,500, a utility truck at a cost not to exceed $59,498 and lift station scada equipment at a cost of not more than $55,000. Funds for the items would come from the capital R&R fund account.

In old business, the council will hear the third reading of an ordinance addressing the removal or razing of a nuisance property located at 1207 Rossi Road, the former location of the Circle A Adult Mobile Home Park.
