Final arrest made in fentanyl overdose death

The final arrest in connection with a death due to a reported fentanyl overdose has been conducted. Izard County Chief Deputy says 39-year-old Samuel R. Noakes was apprehended Thursday night in Oregon County, Missouri.

Noakes is one of seven males indicted by a federal grand jury for conspiracy to distribute and possess with intent to distribute fentanyl. After the other six were arrested on Tuesday, a two-day manhunt began. Melton says Izard County authorities began talking with individuals leading them to a Missouri residence where Noakes was hiding.

Personnel from the Oregon County Sheriff’s Office and the Thayer Police Department arrived at the residence in Myrtle, and Noakes had reportedly barricaded himself. After negotiations with an agent from the 16th Judicial District Drug Task Force, Noakes was taken into custody and transported to the Oregon County Jail. Melton says he was later moved to the custody of Izard County and was in the process of being transported to authorities from the Drug Enforcement Agency.

Others charged in the federal indictments include 56-year-old Jamey D. Roof of Mountain Home; 64-year-old Michael David Mullins Sr., aka “Slick,” of Highland; 34-year-old Richard Kyle Cohn of Calico Rock; 42-year-old Andrew Mark Martin of Couch, Missouri; 64-year-old Ricky Joe Cluck of Hardy; and 32-year-old Michael Joseph Kelly of Horseshoe Bend. In addition to the conspiracy charge, Mullins will face a count of distribution resulting in death.
