Three Boone County residents have been arrested after authorities recovered a stolen camper and ATV. The three arrested include 42-year-old Charles Ray Emitt, 39-year-old Jessica Lynn Snow and 53-year-old Billy Joe Pemberton.
According to probable cause affidavits in the case, the Boone County Sheriff’s Office received an anonymous tip saying Emitt and Snow, who were both on the sheriff’s office most wanted page on their website, were staying in a camper on property on Dubuque road in a remote area southeast of Omaha.
When deputies arrived, they went to the first camper where Pemberton answered and gave law enforcement a fake name. Deputies told Pemberton they were looking for Emitt and Snow. He told them they were in the other camper.
Deputies noticed the second camper matched one reported stolen in 2022. No one was at the second camper, but deputies located guns along with documents with Emitt and Snow’s names on them. An ATV reported stolen out of Taney County was found covered with a tarp outside of the camper.
When deputies returned to the first camper, Pemberton had fled.
Law enforcement returned several days later and took Pemberton into custody. During an interview with investigators, he admitted Emitt and Snow were in his camper when deputies arrived the first time. He also said he suspected the other camper and the ATV were stolen. Pemberton also said Emitt and Snow had been living on the property for about two months and had told him they had warrants.
Deputies returned the next day and saw Emitt come out of the camper he and Snow had been living in and then go back inside. After a brief stand off, the two surrendered.
Emitt and Snow are facing two felony counts of theft by receiving and a felony count of possession of a firearm by certain persons.
Pemberton faces the same charges along with a felony count of hindering apprehension and a misdemeanor count of obstructing governmental operations.
