Baxter Co. man exposes himself during arrest for disorderly conduct

A Baxter County man is facing charges after he exposed himself to others while being arrested for disorderly conduct.

According to the incident report, the Baxter County Sheriff’s Office received a report of a man walking around someone’s property yelling, cursing, and stripping his clothes off.

As deputies were en route to the scene, they were notified that a man, identified as 38-year-old Dustin Black, had left the residence but left behind a backpack and other items. A few moments later, deputies were advised Black had last been seen in Big Flat Park, completely naked. Dispatch also advised deputies residents in the area reported Black had a history of becoming violent when officers came into contact with him.

Upon arrival, witnesses stated they saw Black run into somebody’s barn near County Road 116. After approximately an hour and 45 minutes, deputies called off the search for Black. While en route to search where Black reportedly left his property, deputies observed him walking along Arkansas Highway 14. When Black noticed law enforcement, he allegedly took off his backpack, dropped a speaker, and lay face down on the ground. Black was advised he was being placed under arrest when he put a harmonica in his mouth and started playing it, ignoring deputies.

Multiple times, Black was told to place his hands behind his back and stop walking away. Keeping his hands near his chest, Black told deputies he wanted his water bottle while moving towards his backpack. Still ignoring commands, law enforcement deployed their taser twice without having an immediate effect. Black eventually complied, and while being escorted to the patrol car, he told officers he was taking off his pants. When he did, Black exposed himself to a line of vehicles nearby. Deputies then observed Black with a zip tie around his genitals being used to enhance arousal.

Black was transported to the Baxter County Detention Center, where he was charged with indecent exposure, resisting arrest, and disorderly conduct. Upon booking, law enforcement had the zip tie medically removed.

As deputies searched the backpack, they discovered Black had a firearm, multiple magazines, knives, and ammunition in his possession. In his criminal history, Black was not found to have been convicted of a felony but had numerous felony charges.
