Robbery suspects caught after high-speed chase into Memphis

Arkansas State Police arrested two men Sunday evening after a high-speed pursuit that began in Crittenden County and ended with a tactical stop and foot chase in Memphis.

Troopers responded to a “be on the lookout” (BOLO) alert issued by the West Memphis Police Department in connection to a robbery. Around 6 p.m., they spotted the suspect vehicle traveling eastbound on Interstate 55 near the Arkansas-Tennessee state line at speeds nearing 100 mph.

A Tactical Vehicle Intervention (TVI) was performed near the 9-mile marker in Memphis, bringing the pursuit to a halt. One passenger fled on foot, while the driver, identified as 64-year-old Joe N. Carter of Paducah, Kentucky, was taken into custody at the scene.

The fleeing passenger, 43-year-old Phillip Harris of Old Forge, Pennsylvania was later found hiding in an abandoned house and arrested by Memphis police and West Memphis officers. Harris was wanted on outstanding warrants out of Crittenden County.

Both suspects were booked into the Shelby County Detention Center in Tennessee.
