
A Level 3 sex offender charged with violating registration requirements appeared in Baxter County Circuit Court/Criminal Division on Monday.
Forty-four-year-old Jay Mitchell Baker who lists an address in Midway is charged with failing to report his various social media accounts as required by law.
Baker pled no contest to the charges against him and was put on probation for 10 years.
The deputy in charge of offender registration with the Baxter County Sheriff’s office obtained a search warrant for Baker’s cellphone and the unreported social media accounts were found.
The accounts included WhatsApp, Signal, Telegram, and Discord. Most of the sites are used to send messages to individuals and groups in what is claimed to be a secure format.
Baker was required to register after being convicted of rape, three counts of first-degree sexual abuse, and four counts of sexual solicitation of a child.
He was accused of engaging in inappropriate sexual behavior with four children he was babysitting — a six-year-old male and three females ages two-to-eight years old.
A Level 3 offender is assessed as being a person with a high risk of re-offending.
