Texas man killed in trooper-involved shooting in Southern Arkansas

A Texas man wanted on multiple felony warrants was fatally shot by law enforcement Monday evening following a standoff in the Falcon community, the Arkansas State Police said.

Robert Foster, 40, of Texarkana, Texas, had been wanted on outstanding felony warrants and was reported to have made threats against law enforcement officers, according to the Lafayette County Sheriff’s Office and the Lewisville Police Department.

Officers located Foster around 6 at a business in Stamps and attempted a traffic stop on the vehicle he was driving. Foster led officers on a pursuit into Nevada County before his vehicle became disabled on a logging road. Law enforcement personnel from multiple agencies, including the Arkansas State Police SWAT team, attempted to negotiate a peaceful surrender during a four-hour standoff.

The standoff ended when Foster exited his vehicle and fired at SWAT officers, who returned fire and fatally struck him. Multiple firearms were recovered from Foster’s vehicle. No officers were injured.

Foster’s body will be transported to the Arkansas State Crime Laboratory to determine the manner and cause of death. ASP’s Criminal Investigation Division will investigate the shooting and prepare a case file for review by the Nevada County Prosecuting Attorney, who will determine whether the use of deadly force was consistent with Arkansas law.

The investigation remains ongoing.
