Jonesboro man sentenced to 15 years in federal prison in meth distribution case

A man from Jonesboro was sentenced to 180 months in federal prison for his role in what officials said is a conspiracy to distribute methamphetamine.

The sentence was handed down this week after officials said that 44-year-old Arthur Ray Osborne pleaded guilty in June to charges of conspiracy to distribute 500 grams or more of meth. On Wednesday he was also sentenced to five years’ supervised release.

A release said that in 2019, Osborne arranged for a confidential informant to purchase approximately five ounces of meth for $1,400 and eight days later sold three ounces of meth to the informant for the same price. Twice in 2020, officials said Osborne sold nearly eight ounces of meth to the informant for $3,000.

In 2022, officers conducting surveillance on a business in Jonesboro saw Osborne pull up in a vehicle and noticed marijuana in plain view at the business. After noticing what police called “nervous behavior” from Osborne, officers returned with a search warrant for the business.

During their search, officers found a firearm and five rounds of ammunition between the cushions of a couch, a red bag with two scales, approximately 100 grams of cocaine, 159 grams of meth, 380 grams of marijuana and over 120 assorted pills including ecstasy.

Police said they also located a backpack with Osborne’s name on it, a bottle of Promethazine cough syrup and approximately $3,840.

Officials said that because Osborne’s criminal history includes felony drug convictions for possession of marijuana with intent to deliver and possession of cocaine with the intent to distribute, he is classified as a career offender which comes with an enhanced sentence. There is no parole in the federal system.
