Sheriff’s Office notifies public of registered sex offender in Baxter County

The Baxter County Sheriff’s Office is notifying the public that a registered sex offender has moved into the area from Fulton County and has completed registration with the Sheriff’s Office.

Authorities say 50-year-old William L. Jolley is classified as a Level 3 offender, considered a high risk to reoffend. Jolley’s listed address is on County Road 30 near Mountain Home.

According to the Sheriff’s Office, Jolley was arrested in Baxter County in 1997 for third-degree carnal abuse involving a 15-year-old juvenile. He was convicted and sentenced to four years in prison, with the sentence suspended. Records indicate he later lived in Texas.

Jolley was arrested in Fulton County in 2000 for failure to register, though that charge was later withdrawn. He was arrested again in Fulton County in August 2025 for failure to comply with registration requirements, and that case remains pending.

The Sheriff’s Office emphasized that Jolley is not currently wanted by law enforcement. Officials say the notification is meant to inform the public, not to create fear, and warn that using this information to threaten, intimidate, or harass registered sex offenders will not be tolerated.
