Big news is coming to downtown Cotter. Representative Jason Nazarenko joined the city council last night to announce OTB – Outside The Box, a new open-air boutique shopping plaza built from repurposed shipping containers. The development is set to open in spring or summer 2026 in the heart of Cotter’s River District.

The plaza will feature retail spaces for local artisans, makers, and small food vendors, as well as outdoor gathering areas and an event stage. Nazarenko says the project is designed to provide affordable space for entrepreneurs and create a vibrant community hub.

OTB will occupy eight lots on Second Street between Combes and McLean, in Cotter’s downtown entertainment district. Interested artisans and entrepreneurs can apply for space at www.outsidetheboxcotter.com.

The idea came from Nazarenko’s desire to create a unique, affordable retail space that fits Cotter’s culture. His wife, Cammy, designed the plaza, taking inspiration from quilt squares to ensure it’s visually appealing from both the ground and above.

The developers say the plaza will bring new life to downtown Cotter, supporting economic growth while providing a destination for locals and visitors alike. The exact date of the grand “unboxing” will be announced closer to opening.
