Peppermint Hippo seeks judicial review after liquor license revoked

A North Little Rock gentlemen’s club is challenging the state’s decision to revoke its liquor license.

The Peppermint Hippo filed for judicial review Tuesday following a March 20 ruling by the Arkansas Alcoholic Beverage Control Board to revoke its permit to sell alcohol.

The board cited a history of violations dating back to 2021, including overserving alcohol, allowing illegal conduct by entertainers, permitting inappropriate contact between staff and customers, and allegations of assaults involving employees.

During the hearing, officials reviewed video from a 2021 incident in which a patron, John Ribeiro, was reportedly served 21 drinks before being removed from the club. Ribeiro later died after being struck on Interstate 40.

In the filing, the club’s attorney argues Ribeiro was removed due to threats against staff and patrons and refused assistance before leaving the property. The filing also alleges improper communication between ABC officials and Ribeiro’s family, claiming bias influenced the board’s decision.

The document further states that an undercover investigation involving ABC and the Pulaski County Sheriff’s Office did not result in criminal charges.

The club is asking the court to restore its liquor license. In the meantime, Peppermint Hippo continues to operate as a bring-your-own-bottle establishment.

Department of Finance and Administration Secretary Jim Hudson said the state will defend the decision, stating officials aim to “protect Arkansans from irresponsible and dangerous behavior.”
