
Besided deciding local races Arkansas voters will also weigh in on several issues in the November election, including the “Citizens Only Voting Amendment,” a proposed gun rights amendment, an economic development districts amendment and a $500 million bond issue for water and infrastructure projects.
The “Citizens Only Voting Amendment” (HJR1018) would add language to the Arkansas Constitution stating that only U.S. citizens who meet all voter qualifications can vote in state and local elections. The measure also reinforces existing requirements such as voter registration and identification for both in-person and absentee voting.
A second proposal, Senate Joint Resolution 11 (SJR11), would strengthen protections for the right to keep and bear arms. The amendment would declare that the right is a fundamental individual right and explicitly include firearms, ammunition and related components for lawful uses such as self-defense and hunting.
Another measure, Senate Joint Resolution 15 (SJR15), focuses on economic development. It would allow the state and local governments to create economic development districts that could use public funds, including loans and grants, to support job creation, business expansion and infrastructure projects. The districts would also be allowed to issue bonds to finance development efforts.
Voters will also consider a bond issue under Act 578 of 2025, which would authorize up to $500 million in general obligation bonds for water, waste disposal, pollution control and related infrastructure projects across the state. If approved, the bonds would be repaid over time using state-backed funding.
Arkansans will cast their ballots on these issues, along with other state and local races, on Tuesday, November 3.
