The new court clerk discovered the cash payments had not been logged into the Virtual Justice System which was the normal practice when cash was accepted as payment.
During an interview with an Arkansas State Police investigator, Hulen admitted to stealing the cash fine payments. She said she intended to repay the money and estimated she had stolen about $1,000. She confirmed she did not enter the money into the Virtual Justice System.
An Arkansas Legislative Audit found the total amount of the cash shortage totaled $2,210.
Hulen was arrested Tuesday morning and released 45 minutes later after posting $10,000 bond.
