Former Oakland Area Improvement Association President arrested for stealing over $10,000

The former President of the Oakland Area Improvement Association (OAIA) has been arrested for stealing over $10,000 from the association and frequenting a game room at a local establishment. Forty-six-year-old Misty Francis Treat of Oakland was arrested last week on three felony charges.

According to the probable cause affidavit from the Marion County Sheriff’s Office, members of the OAIA met with Marion County’s Chief Deputy earlier this year to go over unauthorized ATM withdrawals made from the association’s account in September and October last year at Tobacco Warehouse on Highway 5 on the Missouri side of the state line. In all, there were 55 withdrawals on nine dates totaling $10,305.

During the investigation, it was learned Treat was the card holder for the account in which the debit card was used to make with ATM withdrawals. Witness interviews placed Treat at Tobacco Warehouse during that period making back to back withdrawals and going to the game room in the back of the building.

During an interview with the investigator, Treat admitted to making withdrawals totaling between $8,000 and $10,000. When asked if the money was for personal use, she said “probably.” When asked if she made the ATM withdrawals in September and October, Treat said “I’m going to say yes.”

Another complaint involved the deposit of a $2,000 check into the OAIA account that was later transferred into the account for the Oakland Food Pantry.

During the investigation, Treat showed an undated invoice in the amount of $1,624 with notes that said in part “Chk # 1007, $1624.00, to take care of all the electrical in the building, OAIA”. During her interview, Treat said she had written the invoice and check to cover some of the unauthorized ATM withdrawals she made.

Treat is facing two counts of theft of property and one count of forgery. She is free after posting $2,500 bond.

Court records show Treat has one previous felony arrest in 2009. That was for a hot check charge. That case was nolle prossed, meaning the prosecutor dismissed the charges.
