Flippin Mayor’s check-signing authority reinstated

Check-signing authority has been reinstated for Mayor Heath Hogan following the March 19 city council meeting. The Mayor requested the reinstatement after presenting the results of the annual legislative audit. Following the presentation, Hogan requested that his check-signing privileges be restored. The council approved the request by a 4-1 vote, returning Hogan and several city officials to the city’s authorized bank signature cards.At this month’s meeting, Hogan presented the results of the city’s annual legislative audit, which is required for municipalities across Arkansas. The audit revealed an administrative oversight involving the timing of when a prior audit report was presented to the council.

On Oct. 28, the Flippin City Council voted to revoke Hogan and the city department heads’ check signing privileges, citing what members described as unauthorized repairs to police vehicles. The same situation has also prompted a citizen to file an ethics complaint against the mayor. According to the mayor, that complaint was dismissed by the Arkansas Ethics Commission in a unanimous vote. Hogan maintained that his original decision to approve the police vehicle repairs was within his authority, citing previously allocated funds in the city budget.

Looking ahead, Hogan said his administration will continue to follow established procedures and focus on decisions that benefit the city as a whole.

Other department heads that had check-signing authority reinstated were Public Works Director J.L. Wagner, Water Operator Colby Butcher City Recorder Mary Jane Irwin and City Clerk Jessica Beals.
