According to the Boone Country Sherriff Mike Moore, 34-year-old Nathaniel James Carter, a level 3 sex offender, is out of compliance. His last known address was on Terrapin Creek Road in Harrison. Carter was convicted of engaging in sexual contact with an unconscious female in 2002.
Carter is a 5’11” 170 pounds white male with green eyes and brown hair.
