Foster Drive has reopened after flooding conditions on Monday led to its closing.Baxter County Road and Bridge Superintendent Mike Watts says the water has subsided and the road is passable to through traffic.On Monday, Watts said water from two ponds led to the closing of a portion of the county road.Homes were accessible from both ends, but the road was closed in the middle to through traffic.
