A former Searcy County sheriff will preside over a civil case. Donald Ragland of Marshall was appointed Monday by Arkansas Governor Asa Hutchinson as a special judge in the Carroll County Court Case of Michael and Robin Phillips vs. Ryan Wilson. Ragland replaces Carroll County Judge Sam Barr who disqualified himself from the case.
