Arrest made after man threatens to kill neighbor, throws liquid containing human waste on jailers

An Izard county man is facing multiple charges for recent incidents that include threatening to kill his neighbor, throwing liquid on jailers that included human waste and failing to comply with reporting requirements of being a registered sex offender. Facing seven felony charges is 55-year-old Larry Wayne Horton of Oxford.

According to the probable cause affidavit from the Izard County Sheriff’s Office, deputies had received a call from an employee of Hope Behavioral Health saying Horton was making threats to murder his neighbor. It was noted investigators are familiar with Horton and his violent animosity towards his neighbors.

When deputies arrived, Horton told them he would beat his neighbor in the street. During the conversation, a call came in which was from one of the employees of Hope Behavioral Health. They told the deputy Horton had said earlier he would stab his neighbor and let him die in the street. He later admitted to investigators, he made the comment.

Since Horton is a registered sex offender, he is required to report any phone, email or social media accounts he owns or has access to. The phone Horton was using was not registered. A search warrant was executed and another phone was located in his camper trailer. Law enforcement also discovered an email address and Tik Tok account. None of the phones or accounts had been registered with law enforcement as required by law.

The next morning in the Izard County Jail, as two jailers were attempting to close the door in the cell where the food trays are passed through, Horton stuck his arm through the opening to prevent the door from being closed. He then dipped a cup into the toilet and threw liquid onto two female jailers. It’s believed the liquid contained fecal matter and urine. The liquid made contact with the hands and arms of both jailers.

Horton is facing four counts of failure to comply with registration and reporting requirements, two counts of aggravated assault on a law enforcement officer and one count of first degree terroristic threatening. His bond is set at $10,000.
