Man convicted of cruelty to animals back in circuit court

    Roy C. Parker of Calico Rock, who was convicted of aggravated cruelty to animals and placed on probation for six years in early 2012, was back in Baxter County Circuit Court Thursday as the result of the filing of a petition to revoke his suspended sentence.

    The cruelty to animals charge resulted from an investigation that was launched in late June 2011. A citizen complaint came into the Sheriff’s Office that a number of horses, dogs and cats were being mistreated and deprived of food and water at a site along County Road 213.

    The investigation resulted in the seizure of 10 horses and six stray dogs and cats found roaming the property. Only two of the horses had access to even a small water source and no hay or grain was available on the site.

    The horses were taken to a ranch and the dogs and cats to an animal shelter, according to a release put out at the time by Baxter County Sheriff John Montgomery.

    The investigation led officers to the tenants on the property — Parker and his wife, Brenda Lou Parker. Both Parkers were arrested on cruelty to animal charges — four of which were felonies.

    In the Sheriff’s release, it was noted that the 43-year-old Roy Parker had also been charged with animal cruelty in Izard County. The petition to revoke his probation alleges that he violated the terms and conditions of his probation by committing the offense of third degree stalking in Stone County.

    Roy Parker was ordered to re-appear in Baxter County Circuit Court on October 20th for a revocation hearing.
