Rules would limit number of feedings in Little Rock parks

(AP) – The Board of Directors in Arkansas’s capitol city is
being asked to adopt rules limiting the number of times groups of homeless
people can be fed in city parks.The proposal calls for a $500 security deposit, a $25 application fee and a 30
day notice for any person or group to feed 25 or more people in city parks in
Little Rock, and limits feedings to two per park, per year.

City Manager Bruce Moore told the Arkansas Democrat-Gazette the rules “allow
organized and coordinated” feedings.

City Attorney Tom Carpenter said businesses near a downtown park along the
Arkansas River have complained about the feedings.

Homeless advocates say the proposal is punitive and officials should just stay
out of their way.

The proposal is to go before the board Tuesday.
