Jail inmate allegedly gives debit card to the wrong person

An unidentified inmate at the Baxter County Detention Center allegedly trusted the wrong person when he asked 50-year-old Tammy Billings to take his debit card to a local ATM and withdraw funds for his commissary account.

According to an arrest affidavit filed last Wednesday, the inmate has no local family and friends so he reached out to Billings and arranged for her to take his debit card. A document was filled out with specific instructions saying $400 was to be withdrawn and then placed in the inmate’s account. The card was to be returned to jail staff once the transaction was complete.

The debit card was removed from the man’s property February 5th by Billings. The next day money began disappearing from his account to the tune of $2,380 over a period ending February 28th.

On February 9th Billings was seen on jail security video depositing just $200 to the victim’s account. The next day Billings placed money on two other inmate accounts totaling $400. The following day a third inmate received $300 courtesy of Billings.

The victim finally had a total of $300 on his account-not the $400 he expected.

The debit card was never returned to him and once he discovered over $2,000 was missing, the card was canceled.

Billings was booked into the Baxter County Detention Center Saturday and released the same day. She faces 13 felony counts of forgery, two felony counts of theft of property and 13 misdemeanor counts of fraudulent use of a credit card.

Billings is scheduled to appear in Baxter County Circuit Court.
