
The Baxter County Sheriff’s Office is notifying the public two sex offenders changed residences in the county.
Sheriff John Montgomery reports 37-year-old Alfred John Bell relocated from 1126 Red Bank Road in Gamaliel to 427 County Road 1417 in the Clarkridge area. Bell is registered at Level Three, considered at high risk to re-offend after several convictions in California of indecent exposure, child molestation, assault with intent to rape and sexual battery. His most recent conviction was in 2009 in which there were multiple female victims ages 16-and-older.
Fifty-eight-year-old Michael Anthony Boutwell moved from 7630 Highway 5 North to 1185 County Road 720 in Gassville. Boutwell is registered at Level Two, considered at moderate risk to re-offend. He was convicted of first-degree sexual assault involving a child under 13 in 1998. Boutwell engaged in sexual contact with a 12-year-old female babysitting children at his home.
Bell and Boutwell are currently not wanted by law enforcement. This notification is not intended to increase fear, but rather it is the sheriff’s belief that an informed public is a safer public. This information cannot be used to threaten, intimidate or harass registered sex offenders and citizen abuse will not be tolerated. Such abuse could potentially end law enforcement’s ability to do community notification.
