Federal judge refuses to block Arkansas student transfers

LITTLE ROCK, Ark. (AP) _ A federal judge is refusing to block Arkansas students
in four districts from transferring to nearby districts pending the outcome of a
lawsuit challenging the Arkansas School Choice Act, which allows such transfers.

The Arkansas Democrat-Gazette reports U.S. District Judge Susan Hickey on
Wednesday declined to issue temporary restraining orders and preliminary
injunctions sought by the Hope, Camden Fairview, Lafayette County and Junction
City school districts.

The decision means a total of 132 students in the four districts will be
allowed to transfer for the coming school year.

The districts argue allowing students to cross district lines to attend
schools in districts in which they don’t reside will result in “white flight”
and put the districts in conflict with federal court-ordered desegregation
requirements.
