Local sex offender, former teacher, assessed as risk Level 4

Baxter County Sheriff John Montgomery is updating the public regarding a previously unassessed registered sex offender. The offender registered with the sheriff’s office earlier this year and has now received an assessment by the Sex Offender Community Notification Assessment Bureau (SOCNA).

Sheriff Montgomery says 72-year-old Philip Navel, who lists an address at 66 Critter Lane in Mountain Home, has received a risk Level 4 assessment.

Risk Level 4 is the highest and most serious level, classified as a sexually dangerous person. A sexually dangerous person is defined as a person likely to engage in predatory sexually violent offenses.

Navel was convicted of aggravated sexual battery in 2004 in Gibson County, Tennessee. This offense involved Navel engaging in sexual contact with a 10-year-old female while employed as her teacher. The offender disclosed having engaged in sexual contact with approximately 10 to 15 minor female students under 13 years of age. He was sentenced to 12 years imprisonment.

Navel is not wanted by law enforcement at this time. This notification is not intended to increase fear; rather it is the sheriff’s belief that an informed public is a safer public. This information cannot be used to threaten, intimidate or harass registered sex offenders. Citizen abuse will not be tolerated. Such abuse could potentially end law enforcement’s ability to do community notification.
